All that's necessary is a fused Add-A-Circuit connected between a switched fuse slot and the load side of the outlet fuse holder. Viola!. RAP or switched 12V; the outlet works like the accessories; switched on by the ignition and energized until the door is opened. No more battery worries if I forget to turn off the GPS or something. This mods only one of the two outlets, to do both you need to mod both fuse holders and use a switched slot source for each.
Disclaimer: This is a "home remedy" DIY modification. Details may differ between vehicles. I'm not an electrical engineer; install this mod at your own risk. Any person intending to apply this to their vehicle should ensure it's safe for their vehicle. Note that the fuse numbers stated are as on my '09 H3T Alpha; they may vary for different years/models.
Parts (for H3/H3T):
1 ea. Littelfuse fused Add-A-Circuit; mini size
2 ea. 16 ga. fork-style crimp connector to be modified
1. Remove the 20A fuse from the selected outlet fuse slot (Fuse 51 or Fuse 46 ) and insert it into the TOP slot of the Add-A-Circuit device. The lower slot on the device is not used in this application unless you need to piggy-back on an active switched fuse slot. In that case, the fuse from that switched slot is moved to the lower slot on the device to protect the slot's original load.
2. Slot 10 is the unused switched circuit that I used to provide switching. Slot 51 serves the inboard console 12V outlet. Be certain of the slots/circuits you're going to use, and of which end of the outlet fuse slot is the load end. The load side is the end of the slot that's wired to the console outlet and is dead when the fuse is removed. In my truck, its the R side, toward the engine.
3. Clip off one side of the fork from each connector to make two spade fuse taps like shown below. NAPA sells mini-size fuse taps, but you have to buy a box full.

4. Crimp one of the DIY spade taps onto the Add-A-Circuit wire end.

5. Disconnect battery before proceeding.
6. Insert the Add-A-Fuse (w/20A fuse) into Slot 10 and insert its spade tap into the load side of the Slot 51 (or 46 depending on which outlet is to be switched). Then insert the remaining spade tap you made into the other side of Slot 51 to act as a keeper to help hold the other in place. Don't let the metal spades touch. Alternately, you can trim an old plastic card to make a spacer "spade" that fills the open end of the slot.

7. Reconnect battery and test.
